Neuilly-Plaisance is a small suburb town. Our neighbourhood is very quiet and our house is very close to all shops (5 minutes walk) and from the rail station (RER A) which leads to Paris or to Disneyland in 20 minutes. So you don't need to use car. We have also nice neighbours who can help you if you want to.
